ThemeGenerator is one of our coolest projects, it is a generator of themes in which users have the chance to customize their themes as they want and then download them. What's good about it is that the created themes most likely will look nice, given that the available elements are very well designed and are meant to match the basic design. Themes can be download in both WordPress versions and non WordPress HTML/CSS.
